The STOCK Act gives a member of Congress 45 days to disclose a trade. In 2026, 29 members filed 32 reports past that window, covering 1,324 trades, the oldest of them 880 days after the trade it disclosed. 100 members filed at all this year.
Reports are the unit here, and trades are the second number: a single report can carry a hundred trades, so a trade count read as a count of late disclosures would be wrong. A filing counts as late when more than 45 days separate the trade date from the disclosure date, both as filed. Amended reports can re-date a filing; a trade made by a spouse or a trust is reported from the day the member was notified, which the public record does not show; and the $200 late fee is set by the House and Senate ethics committees, not by this page. Insider filings
An officer, a director, or a ten percent owner has two business days to file a Form 4. In 2026, 1,451 of 52,019 insider filings arrived after that deadline, from 636 filers, and 81 of those came more than a year after the trade. The two-day count runs on SEC business days, which is why it is measured separately from the congressional window. What a Form 4 is explains the form.
A count is used here rather than the single longest gap on purpose: the longest gaps in the insider record run to decades, and a transaction dated twenty years before its filing says more about a mistyped year on the form than about the delay.
